Designing and implementing coherent education reform that treats policy, curriculum, teacher development and accountability as interconnected levers for change.

Education systems reform in English Language Teaching focuses on strengthening the structures that shape how language education is delivered at national scale. This includes policy frameworks, curriculum and assessment architecture, teacher development systems, leadership capacity and accountability mechanisms. As English increasingly functions as a language of higher education, international mobility and economic participation, governments across the world are under growing pressure to improve the effectiveness and coherence of their English language education — faster, with less external support, and with greater scrutiny on outcomes.

Sustainable improvement requires coordinated change across the whole system, not isolated interventions. When policy, curriculum, assessment and professional development are aligned, systems are better placed to deliver consistent teaching quality and improved outcomes for all learners. But alignment on paper is not enough. The defining challenge in systems reform is the gap between what change looks like in policy documents and what it frequently becomes in practice — in classrooms, in schools, in contexts where implementation does not unfold as programme designers intended. That is where TELT works.

How we work

We work with ministries of education, development partners and institutions to design and implement sustainable reform in English language education. Our approach is grounded in whole-system thinking: policy, curriculum, assessment, teacher development, leadership and accountability mechanisms are treated as interconnected elements of a coherent change process.

We begin by understanding context — political, cultural, linguistic and institutional — before co-constructing solutions that are realistic, inclusive and scalable. Our work includes national reform programmes, inspection system strengthening, institutional reviews, mentoring frameworks and strategic roadmaps for long-term development.

Throughout implementation, we embed monitoring, stakeholder dialogue and adaptive management to ensure reforms are not only introduced but sustained. The result is strengthened systems that are capable of continuous improvement and responsive to evolving national priorities.
