Europe

ELT in Europe is characterised by strong policy frameworks, high levels of institutional coordination, and widespread multilingual education. Ministries typically oversee well-established English programmes aligned with regional frameworks and international standards such as the CEFR. The focus for ELT policy is therefore less on access and more on quality, coherence, and responsiveness to changing social and economic needs.

Current priorities include supporting increasingly diverse learner populations, responding to mobility and migration, and ensuring that English education contributes to employability and social inclusion. Ministries and institutions are also reforming pedagogy, assessment, and digital delivery models, while maintaining comparability and accountability across systems. ELT reform in Europe requires evidence-informed decision-making and careful alignment between policy, teacher practice, and learner outcomes.

Our Region

Working Across European Education Systems

TELT has been working across Europe since 2018. Our European work reflects the region's diversity — spanning Western, Eastern, and South-Eastern European education systems at different stages of reform. We have worked in contexts ranging from CLIL teacher training in France delivered in partnership with the French Ministry of Education, pre-service teacher education evaluation in Ukraine, pre-service teacher education reform in Ukraine, vocational English syllabus development in Georgia, and institutional change projects in Greece. 

Supporting ministries, institutions, and donor-funded programmes, our contribution across the region also includes European partnerships such as the Erasmus+ HLT Digital project, which sit within the EU's multilateral education framework, alongside sustained country-level engagements shaped by each system's specific reform priorities.
